大文字から始まる “Congress” の意味とは？
先週のマーティン・ルーサー・キング・ジュニア・デーの翌日、仕事の後ジェガーさんに連絡すると、「家の近くのバーにいるから」と言われました。行ってみると、バーの大画面にオバマさんが。
「あれっ、オバマさんやん」

バーで大統領の一般教書演説を観るなんて、なんだか不思議な感じです。バーには年配グループから若い人まで集まっていて、みんな真剣。一般教書演説を見ながら、合いの手を入れたりしてはります。

終わってから内容をおさらいするべく、いろいろ記事に目を通していると、Mashableの記事が見やすかったので読んでみました。

すると、”Congress” という単語がたくさん出てきました。その中で、出だしが大文字になっている “Congress” と、出だしが小文字になっている “congress” が目につきました。
It’s unclear how many chances any of these proposals have to pass in the Republican-controlled Congress. But a similar information sharing bill, the Cyber Intelligence Sharing and Protection Act (CISPA), has been reintroduced again in congress this month.
“congress” は「議会」という意味ですが、最初の文字が大文字で始まると「連邦議会」という意味になります。

（法律を作るために選ばれたアメリカ国民で、上院〔Senate〕と下院〔House of Representatives〕から成り立っています。”Senate” や “House of Representatives” も、最初の文字は大文字で表記されます。）
つまり、冒頭の文はこう書かれていたのでした！

とはいえ、昨年の一般教書演説から実際に法案化されたものは少なかったようなので、オバマさんまだまだ安心はできません。
